My recollection of a newspaper article on this:
The story on this was the guy who own the car was out of the country and lent it to a woman (not sure if it was his sister or GF). So she parks it in a no park zone in front of a building site.
The building workers had apparently moved several cars like this already which the residents weren't happy about.
The woman involved said she wasn't going to tell the guy until he got back home, imagine that conversation!

I have had employees do similarly stupid things, and, guess who ends up paying for it? (hint: the employee gets fired and walks away).
