Unhappy rear clip cooling fans

Help
at the BBQ two years ago I saw a 40 with fans inside the rear clip to help cool the engine when stood in trafic.
the guys at Spirit who are rebuilding my car are having problems keeping the engine cool at low speed.
we have fitted a ally rad, electric water pump, and a water pump management system and still it wants to overheat. it seems to me that these fans would be the answer.
