Fuel Pumps for EFi Rover 3.9

I have a Rover 3.9 Efi engine in my Dax.I am looking at getting the pumps and plumbing in to fuel it and having read various posts here came up confused.

For Fuel Injection it seems the norm is to run 3 pumps 2 low pressure (one from each tank) to a swirlpot / container and then a single high pressure one from the swirlpot to the injectors.

Is this really necessary? If I just had 2 high pressure pumps (one from each tank)through a non return valve to a T poece and into the injection unit would that not do the same thing?

My reasoning is that on something like a Range Rover the pump is near the tank and pressurises the system from there so surely in a 40 where the fuel line runs are shorter this would work just as well.

Am I missing something and the reason for the 3rd pump?
