I have a modular 4.6 cobra 2000 model , can anyone tell me when or if variable valve timing was fitted to this motor.

I think the 3 valve was the first with variable valve timing but you could check on Wiki or on The Blue Oval.

I don't think yours was ever fitted with variable valve timing, at least I know it wasn't in 2000 nor up to 2003 and 2004 with the blown 4.6L 4 valve motors.
