I am building an existing MDA kit but it does not have a roll cage. I am wondering if it should have one for roll support or does the windshield give it stiffness?

It all comes down to what you want to do with the car.
If it will be a track car then yes fit a cage
If it is a road car, probably not.
Basically my view is that if you cage it your head will only be a couple of inches at max from the bars which are not forgiving and even a minor bump without a helmet could cause you head damage.
On a track you are always helmeted so you will have protection.

You can have an extremely sturdy roll bar fitted in the engine bay just behind the bulkhead.
