It was a long time ago now. The car was from that era.
I don't know when they became mandatory but my guess would be around 1972. I had a 1970 Datsun 1600 at the time and it didn't have one. After the accident I swapped the column for a 180b version which did collapse. 180bs were produced from 1973 from memory.
Yes, there is a Natural Selection aspect to this....
I remember a proposal to improve driving skills by an unmeasurable level...all cars would have all restraints removed...and a six inch long razor sharp spike installed on the steering wheel hub pointed at the driver's chest!
