The car is classified ad not an auction and as such the transaction is not in anyway protected by EBay,
"Items in classified ads are not sold through eBay. If you are interested in an item, you contact the seller, negotiate the price, and set up a process to complete the sale."
They've been paid for the ad so they obviously don't care, and I suppose, to be honest, they can't check every ad in any detail and I suppose newspapers can't either, although curiously, you can get your money back if you are victim of a fraud through a newspaper ad.
Auctions are different, EBay are part of the sale process, virtual auctioneers, and they should be far more diligent than they appear to be letting these fraudsters operate.
