Apparently this boat was used for running drugs and was seized by drug enforcement officers.

I saw similar set up down in N.Africa a couple of years ago. That one was used for "people smuggling" ie illegal immigration into Europe from N.Africa.

Apparently they get caught whilst landing their "cargo" and the boat then gets auctioned off by the customs/navy. The trouble is it is normally another bunch of smugglers that buys it so I was told, and so the cycle restarts.
