The consensus on the internet is that was part of a movie being filmed. The physics are all wrong. A real wreaking ball that big would be too heavy for the crane to lift and would not have come to a stop after hitting a car. If you watch the by standers they all wait until someone yells cut to go and check out the car. If you watch closely you can see the cannon on the car that is set up to flip the car. You can also see a chunk of the wrecking ball fall off.

A little CGI and I am sure it will look perfect in the movie.
