15" would be period correct and match the small brakes that come on the Tornado. If you want high performance tires and don't care about being period correct, go with 17's. However, the brakes will look really small behind 17" wheels.

You may want to update the brakes at a later date, depending on your engine spec, so 17" will give you room.

If you build your brake system with thought and care you can have fantastic stopping power and still retain the original look 15" diameter.

You can do some nice 15" or 16", retain a "GT40 Look" and stop well, just as Graham says. Good stopping does not have to necessarily come from huge brakes, and, unless you are planning a lot of track time it might not make a lot of difference as even 9" or 10" rotors all around with a 2400lb car will do well with single piston calipers.
