Yes, the car is a Norma M20 hillclimb special, powered by a 400 hp 3-liter BMW 6-cylinder engine; the event is the 2005 Sainte Beaume hillclimb.

If you search on "Norma M20" on Youtube, you'll find more videos of this car, and other M20s. They appear to be shockingly fast!

Often this video is wrongly attributed to being an Audi R8, but the R8 is a much larger car, and wholly unsuited to the challenging sport of hillclimbing.
