Attachment of photos, No "Attach files" Tab

Trying to attach photos in a private thread but in trying to respond with pictures there is no "Attach files" tab (left side) in my reply block to do so. Is this normal or should the "Attach files" tab always be be showing?

Thanks for responding. I tried that . All I get with that icon is an HTTP:// and a blank box which will not prompt for a location to insert a file?

I see you have less than 20 posts total and I don’t recall the minimum number of posts required to attach files. About all I can suggest is a reboot, clear cookies and cache - perhaps there’s some spurious data that’s causing the problem…
