All what are the implications of the year of the manufacturers certificate of origin? I thought states (CO) register the year of completion not MCO/MSO? Any advice?

I have always seen it titled as the year of the mso, not completion date.
It depends on the state. Most states look at the MSO for the vehicle year, but some use the completed or registered date.
Colorado does that, the vehicle year is the year at time of registration, and they waive emissions. I would guess for other states it would be good to go with an early year to have as little emissions requirements as possible.
