new subscriber in Belgium

I have a friend who bought a GTD40 overhere in Belgium and he would like to get onto the forum but he told me he cannot have access to become a forum member.Could you tell me what he needs to do as i do not have clue how to help him. /ubbthreads/images/graemlins/blush.gif

there's a "New user" button in the yellow headline (you can see it only if you're not logged in) - did he try that yet?
