And no, the DOJ 'offer' is not a reasonable solution. I doubt they are as naive as they appear. If they are its scarier than if they aren't.

I guess now we all have to hope it was the criminal that changed it and not someone within the bureaucracy.

Mind you it's good news, much less likely to be a randomly generated pass code, so the social engineers are far more likely to be able to crack it.
