Brake and light inspections in California are based on model year of car - in this case 1966 and newer cars are required to have reverse lamps. If it was marked as a 1965 car , this would not be the case....

+1 on the GM harness and controller - if not a number of firms can get you set up - I would check in on the ls1 forums for recommendation. On the gauges side - have you considered Speedhut ?
