Depending how far you are in the build and if it is too late to redo the steel piping. You could also add a small electric waterpump in between.
If you search for "Intercooler water pumps", you will find a lot of choices.
Normally a manual valve is used to let the hot water flow through the heater
but your setup has the advantage it acts like an invisible valve being closed but onces activating the waterpump, your system should work fine.
Put the pump at the low hot side...and we went from manual opening the valve to electric :idea:
