I believe that's a staged production of Market Street in SF soon before the devastating earthquake of 1906. Those poor souls had no idea what was about to happen....

It's a fantastic piece of historic film. Road manners? Right hand drive cars? Even a bullock train - just fascinating. I wonder how many we see in that clip were dead a short time later?
