I will blame the right for this one, Nm is a repub state.. An idiotic war on drugs, militarised police forces and mandatory sentancing, all gifts from the right. If O and Holder have done anythign of not, its the decision not to prosecute petty drug offenses or put people in jail for crap.

Basicaly it sounds like an abusive scam also involving the hospital. I think the cops involved will loose their jobs and the Doctors are under review. None of which explains how or why such an abusive thing can happen.
