Mystery mounting holes

Hi,
Could anyone identify these threaded mounting holes on a GTD chassis, on mine they were covered over with insulation. I found them when I took the car apart to start the rollbar modification, what are they for?

I think its one of the connection points for a normal 3 point retractable seatbelt.

That would make sence seeing how there is one on each side of the cocpit in the same location, but then they get covered with aluminum?

The car was going to have 4 point belts, mounted at the floor and the rail below the window, therefore those holes weren't neccesary.
