perhaps I am tight but my bolt on Halibrands work and spending the best part of £4K for the hardware and new tyres is a bit to steep for me!.

Overpriced IMO, you can get a brand new set of 2x 8" wide and 2x 10" wide from Image wheels in 15" diameter for £1635.
