Per the chart, Jim, I would suggest that it's that much more depressing to think that with such success there is still such a large deficit. Seems like an opportunity lost in this last election to get some fiscal responsibility built into the process....at least the promise of change should have been attractive given the ongoing challenges in that state. Outside looking in, it looks like everyone likes lying to themselves about the fundamental realities of big government, social programs, funding illegal immigrants and the real cost of supporting them. I want a Porshe 962 from Fran....If I took Californias approach, my wife would divorce me...but the voters for some reason stand by the liberal politicians side. I don't get it, but I would like to figure out how to get my hands on the kool-aid to give it to my wife - I really do want that 962. :)
 
I think that the real problem is, that in the last quite a few years, neither party has been fiscally conservative. If you find your self in a hole, quit digging. That is what the tea party has been saying. The republicans have to get back to being fiscally conservative. I know it is hard, but I sure don't see the government running its business the way I have to for my family or my business. If I ran my business just like the government, I would be cast into jail. Kind of like Bernie Madoff. Now, I know that this was about California, but all facets of government needs to cut back.
 
While it's clear that the intended logic with the 2001 law was that these illegals who are entitled to attend California public universities (at in-state tuition rates) have "close ties" to the State having gone to California high schools for a certain number of years and such, the fact is that their "close ties" are based on a fundamental ILLEGAL ACT of theirs, namely their breaking of US immigration laws!

It's real simple, if you want the benefits of citizenship, then you gotta respect the laws of citizenship. How can that fundamental truth not be completely obvious?

So Doug my friend, what the hell is it with Texas?:)

Our governor.....he says during the campaigns that he'll protect our borders, but once the election is over, he's back to the old plan.....complain about what Washington doesn't do, but don't tell the public that Texas doesn't have a governor with the cajones to do what Arizona's governor did!!

We need someone who has the average Texan's back....not somebody who wants to cater to the money (and we all know that a LOT of $$ comes across the border from the south!!).

It's real simple, if you want the benefits of citizenship, then you gotta respect the laws of citizenship. How can that fundamental truth not be completely obvious?

2 things to consider:

1) For most of these kids, they were not the ones who chose to break the law. It was their parents. Many of them have been in CA for most of their lives. It's hard to blame them - they did not choose the situation, and they really could not do anything to change it (other than reporting their parents to the authorities).

2) The law states that they must either be in the process of attaining legal citizenship, or will commence the process as soon as possible, under penalty of law. Basically, it's almost like an amnesty law. One that takes into consideration that the illegal in question has done something productive while here in the US, has paid sales tax, various fees associated with living in CA, and has generally contributed to the CA economy and community in a positive way. It also is intended to reap the benefits of churning out college graduates who are legal residents, which is beneficial to the long term health of CA.

I am sure the same applies to the other 10 states that enacted similar laws - including your very own Washington.

I know for a fact that not all of the listed agencies are 100% funded by the state. Also, some of the listed agencies are comprised of people who already hold other positions (the Regents of the University of California for example - which also are forbidden from any compensation for being a Regent). And, as far as the pension plans for the University of California (UCRS), the state has not paid any money into it for at least a 20 years.

Ian, please don't tell me you actually believe the State of California is fiscally responsible and you believe there is no redundancy between any of those agencies. The numbers you mention don't even account for a rounding error in the California state budget.
I'm also sure that each agency on that list has a fund site from the state and costs taxpayers money. Just as I'm sure there is redundancy and waste...

If you want to go into the weeds, how many thousands of CA state employee double dip? I didn't mention employees that have retired from one agency drawing a pension and now pull a salary from another.

Just one example from the Sacramento Bee:

Across California, retired state and local government workers who voluntarily retired, went back to work part time in their old jobs – collecting both a government pension and a government paycheck – then in a trifecta of taxpayer abuse, when they lost that second job during government budget cuts, under state law, many of those pensioners now qualify for unemployment benefits. In California alone, nearly 10,000 retirees will get pension checks totaling at least $100,000 this year.

Wall Street analyst Meredith Whitney correctly predicted the need for a government bailout of banks three years ago, so people listened in September when she forecast who will be next to beg for a federal bailout: States like California, New Jersey and Ohio. State and local governments have effectively run up huge credit card bills, and soon won’t even be able to make the minimum payments on that debt. What happens then? Middle America, Whitney predicted in a report called “Tragedy of the Commons,” might revolt at the idea at bailing out coastal states for years of mismanagement and overspending.

California, a national leader in so many ways – the largest budget deficit, the worst global warming law, etc. – has to settle for being a runner-up in at least one category: It’s got the third worst unemployment rate of all 50 states. The Bureau of Labor Statistics says the Golden State’s 12.4 percent unemployment rate for August was the nation’s third highest.

There is potential relief though. SB 1425 prohibits a retiree from returning to work while collecting state retirement, or as a contract employee, for six months after retirement, and imposes new pension spiking controls on both the California Public Employees Retirement System and the California State Teachers Retirement System. It will be a measure of your state's desire to get it's house in order as to whether is passes or not.

I find the idea of my taxes subsidizing California excesses pretty revolting already...

Well boys it's kinda like this................ We have been heading for the rocks for years, a couple of weeks ago we drove off the Cliff, and most people out here think its a pretty view.

Most of them are blind or at best nearsighted (I think that's the right term but I can never remember which is which). We'll see how it goes when we get a little closer to the ground.

2 things to consider:

1) For most of these kids, they were not the ones who chose to break the law. It was their parents. Many of them have been in CA for most of their lives. It's hard to blame them - they did not choose the situation, and they really could not do anything to change it (other than reporting their parents to the authorities).

2) The law states that they must either be in the process of attaining legal citizenship, or will commence the process as soon as possible, under penalty of law. Basically, it's almost like an amnesty law. One that takes into consideration that the illegal in question has done something productive while here in the US, has paid sales tax, various fees associated with living in CA, and has generally contributed to the CA economy and community in a positive way. It also is intended to reap the benefits of churning out college graduates who are legal residents, which is beneficial to the long term health of CA.

I am sure the same applies to the other 10 states that enacted similar laws - including your very own Washington.

1. You're absolutely right, it's likely that these are the children of people who chose to break the law (US immigration law). But this isn't about blame, it's about leaving in place the proper incentives to change bad behavior and not break (US immigration) laws in the future. In other words, keep in place the incentives to become legitimate and legal (lower tuition rates) so that citizens a) observe and respect the law, and b) are more likely to be tax payers who are on the radar for all legal purposes.

2. Good luck with that. People sign all kinds of things and either a) don't bother to read what they're signing, b) sign with absolutely no intention of following through, or c) sign but lack the minimal initiative to actually get it done. This seems to be more the rule than the exception these days.

Yup, no doubt you're right that other States laws and background facts reflect similar dynamics.

I still don't get it.

The rest of you guys better keep an eye of Calif. We are the future if amnesty is made nationally. The left is trying to change the voter demographic. If you can bring in enough illegals and put them on the taker side of the ledger like they have in California then it's just a matter of time before the Makers are paying all they make to support the takers.

The CURRENT tax laws result in 48% of Americans not paying taxes. How much do you want to bet it's more than 50% here in California. How many illegals would it take to swing that number 3%. Then how long after that would it take to pass laws to throw open the border.

If that happens you won't be wondering whats wrong with California..............you will want to know what's wrong with America. Once we go you all go.

About 68-70 million people vote. An addition of 3% more on the left would only be 2 or 3 million. Hell there's 20 million illegals here already. The left will only need 10% of them!
 
Ian, please don't tell me you actually believe the State of California is fiscally responsible and you believe there is no redundancy between any of those agencies. The numbers you mention don't even account for a rounding error in the California state budget.
I'm also sure that each agency on that list has a fund site from the state and costs taxpayers money. Just as I'm sure there is redundancy and waste...

If you want to go into the weeds, how many thousands of CA state employee double dip? I didn't mention employees that have retired from one agency drawing a pension and now pull a salary from another.

I'm not saying there isn't a problem, nor that there isn't any abuse. Hell, look at the GOP candidate for Attorney General, Steve Cooley, who stated during a debate that he has a right to collect his pension from being LA District Attorney while serving as State Attorney General because, and I quote Cooley himself:

Yes, I do. I earned it. I definitely earned whatever pension rights I have and I will certainly rely upon that to supplement the very low, incredibly low, salary that's paid to the state attorney general.

Note - the "very low, incredibly low, salary" is $150K.

What I am saying is that entire list is not necessarily paid for by CA taxes, either completely, in part, or significantly, nor should that entire list be blanketed under the same issues. For example, UC has already addressed the issue of retirees going back to work part time or under a contractual basis - they have already implemented a 6 month ban as SB1425 proposes. But, to list all of those state agencies and suggest that all are funded by the state is incorrect. And, while there is definitely some double dipping, it is not true in every case.

Is California fiscally responsible? No, of course not. Unfortunately, there were some very bad decisions made decades ago that have landed California where it is today.

But this isn't about blame, it's about leaving in place the proper incentives to change bad behavior and not break (US immigration) laws in the future. In other words, keep in place the incentives to become legitimate and legal (lower tuition rates) so that citizens a) observe and respect the law, and b) are more likely to be tax payers who are on the radar for all legal purposes.

Isn't this exactly what this bill attempts to do? Sure sounds like it. Which is why it is in place.

As you know deficit numbers are all over the board.
