CAV Emergency brake adjustment

Please advise the proper method of adjusting the emergency brake.

I have adjusted the Emergency at the rear emergency brake pad caliper
with the large nut and large set screw.

If they are adjusted so the handbrake is effective the emergency brake moans like a trumpet and drags and is not fully released even when brake handle is fully down.

To keep it from dragging it needs to be fully loosened so that it is not effective.

Is there an adjustment on the cable as most cars?

Maybe I should not adjsut the set screw on the caliper.

Forgot to mention that the brakes on the rear are the 4 piston Wilwoods.

The main adjustment is at the handle.

On my car the handle has a leather cover with a zipper under the front.

All else is covered by console.

Are there adjustment nuts accessable through zipper?
