These types of brake pipe clip

1 do you drill the hole push the clip through and push the "retainer" on from the back
or
2 drill the hole for the retainer, insert the retainer from the front then push the clip in

Originally I thought 1 but now learning towards 2 especially with chassis rails where you cant get inside the rail

Dril a tight hole for the lower bit, cut with fine saw or dremel just over the collar, clean the edges, push lower bit into the hole so its snug, then push top part into the hole in the lower bit. All from the outside where your brakeline is.

Fit into the hole as Morten says, then find a short piece of flat bar that will fit into the top. Radius the end to the shape of your brake pipe.
Put it into the top and hit it with a hammer. The top piece will break away and slide into the bottom half.
