When you say Windsor I assume you mean a 302 8.2" deck height patternvs. the 9.5" for the 351W (Clevor base)? The crossover pipes appear to be farther apart than the distance between the heads, not sure they'd meet at a common collector even if the heads were butted together?
Looks like a 9.5” deck Windsor block. Or certainly something bigger than an 8.2”.
looked at the photos again. Have the heads got Kaasie on one end and CHI on the other end?
and clevor is because they are a Cleveland head on the Windsor block.

The windsor name has always been associated with the 351W, Its the 8.2 blocks that have had the windsor tag added in recent times, yet they could have 302 M for Mexico assy, 5.0 A for Aussie assy etc if we want to be pedantic.

Agreed, I assumed it had to be 8.2" given how far off the collector pipes are, switching to Cleveland heads on a Windsor 9.5" deck height should not have resulted in that degree of mismatch.
