I think the Romans were very canny people. The wall had several functions - the main one being to funnel "visitors" through tax revenue collection points, mark the edge of the Empire and of course to deter egress of the barbaric tattooed Picts (who we are now told were a creative and 'gentle' people).

That the wall failed miserably in the latter function is evidenced by the simple math that Scotland has always had a population of around 5 million - the rest being domiciled in England where they acclaim that "Scotland is Best" for part of the year, then claim Irish descent for the rest - and go around with their ridiculous music made out of sheep stomachs firecely decrying the English as the "Auld Enemy" and waving their silly flags.

No one, however, seems to claim Welsh descent which is a shame because they are what remains of the original Celtic Britons - which is why everyone seems to hate them I suppose - certainly the Romans didn't like them as they sent an army to massacre the Druids in Angelsey allowing Boudicca to ransack St Albans amongst other places.
