Stock GM LS3/480 Cranking Spark Settings

Does anyone have any idea why GM built the cranking spark chart in the manner shown below? Note the rather significant changes once the engine reaches 212 degrees and the 100 to 450 RPM range?

This is the stock table from the GM LS3/480 ECU.

Looks like the are trying to kill the engine if it is idling that low while hot.
