Anyone know the procedure for getting a Q plated UK car road legal in the USA. This is a 1980s car with no chance of passing IVA type test now.

That's what I suspected. Such a shame to have to put a 'Q' plate on that.

Most have the engine block as their one "not new" component. As long as any parts you use to rebuild it are new you keep all receipts to prove it and you have a new or new old stock gearbox, again with a receipt in case it is required, then you will not get a Q plate.
