7. This publication subsumes JDN 1/09, The Significance of Culture to the Military, which is now withdrawn. Although JDN 4/13, Culture and Human Terrain is currently a standalone publication, in time it will become a Joint Doctrine Publication. It is intended to be read alongside JDP 0-01, British Defence Doctrine (4th edition) and JDP 04, Understanding. It should also be read with JDP 2-00, Understanding and Intelligence Support to Joint Operations (3rd edition). It is linked with JDP 3-40, Security and Stabilisation: The Military Contribution, which offers guidance on how to apply culture during stabilisation and counter-insurgency operations.

WTF

It sounds like a document that supersedes an existing military document that is a guidance or bible for troops to use as reference while occupying another country. If this is correct please forward a cigar.

It means the brass is attempting an all-encompassing, iron clad 'CYA' in the event something blows up in their faces.

It is a bullshit document which effectively says it doesn't matter if you are a goat shagging raghead who hides behind children , I the squaddie have to be aware of your culture even if it it means you and your mates can rape a young girl and then stone her to death for adultery. It also means that the O.C. Can wash his hands of me if I do not respect such culture and blow you away.

Actually it's the opening introduction from the Military Victory Prevention Department.

How can you have a war with only one side? Easy, when you have the MVPD working on yours. All modern Western armies have a MVPD, usually under the rubric of "getting along with the locals" or some such bilgewash. If you don't believe me, take another look.

I have no idea what it means but I bet there is a 32 slide PowerPoint presentation that goes with it.
