I should have been explicit and said any ‘self assembled’ car, but post 18 would seem to contradict some of what you say, maybe it’s an outlier or anomaly, or maybe CA DMV honored it as it was built pre SB-100?
I will be starting my SB100 journey later this year. It is my understanding from those that have actually done it, you can take an out of state KIT car previously titled in a different state through SB100 just like a new build. I have spoke to those that have done this in 2025. I have also been told by someone that actually did this in 2025, that a previously registered SB100 car that was sold out of state and then brought back into CA is ALREADY SB100 and the process does not start over. I have a new build so it matters not to me. Your mileage will vary.
