I don't know what flow rates are necessary, but too much flow can hinder cooling as the water does not have time to actually exchange heat. Most race shops sell water restrictor plates to put in place of T-stats to slow the water flow down.
Having said that, The 55gpm Meziere I am running has performed far better than the stock belt driven water pump across the board. It can idle on the grid for 30 min in 90 degree weather and still be using the t-stat. During track time I am typically running 200 to 205.
