Passing smog in CA

The way I read those two bills, it looks like there are 500 sequence numbers for SB100 and an additional 500 for SB1578. Is that really the case? /ubbthreads/images/graemlins/confused.gif

Mike C is right. I took my cobra to the Ref (This is before there was any SB100). The block is a 1964 FE from a Police Interceptor Galaxie. He checked the IDs on the block (and I mean he checked them)!! I had all the Ford books for him to go over.

At the end of the day, he attached a BAR tag in the engine bay and said every two years I would have to go to a smog station like everyone else.

I asked, but there is no smog anywhere on the car (Holley DP, headers/sidepipes, HP Aircleaner, MSD,,,,etc). He said,,it is formality, you go there pay 35-$40 and there is no way you will NOT PASS, get it? It is all about getting money every two years.

OK, let's fast forward to when SB 100 came out, about 3 years ago. I went to DMV and said, OK you Dumb Asses, it seems you guys have finally realized how to deal with Kit Cars, so what are you going to do for people like me?

I told them I have a SPCN vehicle that the smog requirment is for 1964, but have to go to smog station every two years!!! WHY? They said, no worry, we have SB 1578, you are now FREE.

My understanding is this:

SB100 allowed for new SPCNs to be registered and be smog
exempt. Limit is 500 per year. This only applied to "initial"
registrations - i.e. the SPCN had to be newly completed and
not registered in CA prior - not sure how it handled resales.

SB1578 allowed SPCNs registered before SB100 (and, I assume
any SPCNs that missed the SB100 cutoff of 500, and then
registered as an SPCN and subject to biennial inspection) to
convert to a SB100 registration - but only using the original
500 limit.

So, 500 SPCNs per year can be reg'd as SB100 SPCNs and thus
smog exempt - regardless if it is an initial reg or an older
reg. This was done to alleaviate the issue of all of the
vehicles illegally registered through companies like Titles
Unlimited IIRC.
