The top fin on those covers is not correct.
If you look at our covers the top fin is not broken into 4 parts but is one long fin

If the Cleveland rocker cover bolt pattern is the same as a 289/302/351 the covers will bolt straight on.
I have been told they are the same but I am not sure.

No, Cleveland covers are a different bolt pattern and the base is "square", the ends are not tapered like a Windsor.

OK thanks for the info.
They could probably be fitted by using a conversion plate between the head and the cover.
