They Were Right About UK Immigration

Question:
If a Teacher has a jar containing 500 sweets to give away to kids during class, but the Head Teacher decides, that it is unfair not to give away sweets to kids less fortunate and who have to attend the neighbouring school and so, throws open the doors to those children from outside, how many kids will be able to receive a sweet?

Now I would think that the answer to this scenario is fairly obvious? However, I must fail to grasp such simple mathematics, as people who are far, far greater educated than I, people who spend their entire working life managing such things as the Budgets and Deficits of entire Nations and groups of nations together, appear to have a different answer than I reach.
