There are several areas withing certain U.S. cities wherein pretty much the same is the case.
I agree! Cell phones are a health safety issue...or so 'tis said.
But the kid OUGHT to be "packin'" a hand cannon more his size.

In my opinion, I don't think it's right for kids to be looking at stuff like that on their phone.
