I hate to say it, and my advice is only worth half what you've paid me for it, but even painted, running, licensed and titled, I would bet the best you would get for it would be 5,000. Fiberfabs with 70's grafted suspensions are just not that in demand.
That being said, unless you have all of the parts and a love for the project, your best (strictly financial) move would be get what you can and move down the road. You won't recoup what you put into it to complete it. If you could get $1500, you've done well.
I considered getting one of these bodies and building myself a frame and all, but watching the few I saw on ebay made me decide I didn't want to sink the cash and effort into something that I could never sell for even a small fraction of what I had in it.
Good luck with it. If it's close enough to get running with your own labor and not much money, that may be worth it to make it more marketable, that may be worth doing, but I would not pay anyone to complete this. With shop cost, you'll quickly spend more than you'll get selling it.
