Man has been asking that question almost from day-one. A faaar too simple and inadequate answer seems to be: God bestowed "free will" (for want of a better term) on all of us and we blew it...some, obviously, to a far worse degree than others (the "despots" you referenced, for instance). The decisions people make have consequences - either good or bad - for themselves and others.
You might "Google" your question (unless you're simply asking rhetorically) and see what you come up with. But, be advised, you'll find no absolute, complete, detailed, 100% accurate, totally correct and final, clear answer to that question there or anywhere else...in this life anyway! Just why that's the case I have no idea...but it is.
That said, I'm not at all qualified to get into a back-and-forth with anyone on this subject...so I won't!
