Doug, I think it would be disingenuous to say that those folks had a hard time "focusing, staying on track, and categorizing thoughts effectively". In fact those are skills that we tend to have in spades.
Now writing those thoughts down effectively, passing a math class, a spelling test, remembering names and the alphabet, yes thats a big problem, but focusing and staying on track is not a problem, we tend to be fairly good at that!
You may be thinking of "attention deficit disorder", which is an all together different challange.

Per the chief, no rockets in tubes. That is so nice of him to blow that way out proportion.
What he isn't saying (either because he's s dumbass or is intentionally lying to the public on the item) is that the object that he is holding is only a paper weight.
The AT-4 is a one shot weapon that leaves an empty tube that is trash and not reusable. They can be purchased at military surplus stores and probably less than what the police paid for it.
The empty tube is no more a weapon than a silly straw or a 4' length of PVC pipe.

I'd bet the farm they are in some places...it's just not being 'advertised'. "No questions asked" and all that. The reason for the 'n.q.a.' is supposedly so that no one is discouraged from turning their gun(s) in. 'Nuts I know, but, that's the story.
There should at least be a way to link every gun taken in by the P.D. to a corresponding clandestine photo taken of the 'transaction'. (Like a pinhole spy camera secretly installed on the counter/desk that looks up at the person handing in the gun while at the same time getting a shot of the firearm.)
