whats this

Works like some sort of line lock, but using plastic hoses (no not much use for brakes)
What would it be for?

Is that aircraft or race car? I would guess it has something to do with safety lock out while doing maintenance? That is obviously a 1/4 turn valve for pneumatics or hydraulics.

As above I think it is just an industrial isolation valve with some sort of Locking isolation facility, commonly used on pneumatic machines. locking facility for applying a padlock to allow completion of some form of permit to work system.

we install similar types of valves in the Cement Works that I work in.
 
It looks like a light aircraft fuel sample/drain valve, witht the red interlock pin to prevent accidental draining of the tank
